NEA Guidelines & Requirements - Constitution & Bylaw 3 -1 (g) Expand

Representative Assembly NEA Constitution - Section 3. Election of Delegates:  

  • Shall be elected in accordance with the on-person-one - one-vote principle.  

  • Shall be by select ballot for each individual position.  

  • Elections may be waived, and the candidates declared elected to the delegate positions in question if the number of candidates for delegate positions is equal to or less than the number of positions to be filled.   

  • Delegates shall be elected for a term between 1-3 years and shall not exceed three (3) years.

  • Delegate allocation of state & local affiliates are based on a January 15th active membership count.  

  • Article III of the Constitution shall provide for the allocation of delegate credentials to local affiliates.

  • Bylaw 3-1(g) It is the policy of the Association to achieve ethnic-minority delegate representation at least equal to the proportion of identified ethnic-minority populations within the state.  

  • State affiliates are allocated delegates in the ration of one delegate for each 1,000 NEA Active members [1:1,000]  

  • Local affiliates are allocated delegates in the ration of one delegate for each 150 NEA Active members [1:150]  
NEA Bylaw 3-1 (g): Expand

NEA Bylaw 3-l(g), the provision that sets forth the Association's goal of enhancing representation among delegates who self-identify as American Indian and Alaska Native, Asian, Black or African American, Hispanic or Latino, Native Hawaiian and Other Pacific Islander, Multiracial, or some other race/ethnicity. As set forth by the bylaw, the total percentage of such persons within each state's population is used to determine the numerical goal for each state delegation to the NEA RA. Percentages to be 

used at the NEA RA reflect the race and ethnicity categories currently in use by the U.S. Census Bureau and the state population figures based on the 2020 Decennial Census. 

 

NEA Bylaw 3 Delegate Allocation Ration by Membership Category 

  • Aspiring Educator: 1 delegate for first 50 members. A second for 750 members, and an additional position for each subsequent 500 members.  

  • School Nurse Members (non-inclusive locals): 1 delegate per 150 members.  

  • Retired Members: 1 delegate for the first 50 members, plus 1 additional delegate for every 1,000 members thereafter.  

  • Higher Education Members (non-inclusive locals): 1 delegate per 150 members.  

  • Active ESP (non-inclusive local): 1 delegate per 150 members.  

  • Clustering Category 2 Delegates: Local units with all-inclusive membership may cluster with other units, based on a 1:150 ratio.  
Ethnic-Minority Representation at the NEA Representative Assembly Expand

  • The total state delegate positions in a county (or equivalent unit) will be divided so that there is one ethnic-minority concerns delegate for every four state delegate positions.  

  • Local affiliates are urged to establish a "Representative of (Ethnic) Minority Concerns" positions on local NEA Representative Assembly ballots.  

  • There shall be no eligibility required for either the regular delegate positions or the ethnic minority concerns delegate positions.
